This category contains all images marked with {{PD-old}}, {{PD-old-70}}, {{PD-old-80}}, {{PD-old-90}}, or {{PD-old-100}} which do not also include the "used-with-US" parameter, indicating that it is being used in conjunction with a United States copyright tag. This parameter is automatically passed when using the {{PD-two}} template, and a bot will review this category and add the parameter to any tag that is being used in conjunction with a US tag. It is also possible to replace these tags with their {{PD-1923}} versions, e.g. {{PD-old-70-1923}}, for works first published before 1923.

This category exists because the PD-old templates do not establish that a work is in the public domain in the Untied States, as required by Commons:Licensing, only that it is in the public domain in the country of first publication. Any work published abroad 1923 or later and not published in the US within 30 days may be a copyright violation under the URAA, if it was in copyright in its source nation on the URAA date (usually 1996).
